There are currently four such developer companies: Rostelecom, GS Labs, IP TV Portal and Imaclik Service. The main obstacle to their implementation is the lack of supporting regulatory framework.

All widely known incidents of TV substitution in 2023 are related to the substitution of signals during delivery to TV operator networks," said Grigory Uryev. "Intruders substitute the master signal once, and it is distributed to dozens and even hundreds of operators with millions of viewers across the country. At the same time, the operators' CAS and DRM systems operate normally and are not subject to any attacks."

According to Grigory Uryev, high risks of substitution of master signals for delivery to paid and free TV operators are typical for both satellite and Internet delivery, with the Internet being in a special risk zone. The SRT protocol, popular for delivery via the Internet, carries a double risk. Firstly, it uses a foreign encryption protocol internally. Secondly, Internet delivery can be intercepted or distorted. "A truly safe solution for delivering a TV signal is a national terrestrial media network, physically separated from external factors of influence," said Grigory Uryev. "I believe that the bill should be supplemented with a ban on the delivery of signals to distribution networks via the Internet using SRT."
