Russian Railways, Aeroflot, Avtodor, marketplaces and other representatives of big business have criticized the bill on turnover fines for data leaks. They are asking to soften the liability and delay the entry into force of the amendments.
On Tuesday, July 16, the Ministry of Economic Development held a meeting on the draft law on turnover fines for leaks of personal data, at which representatives of several dozen companies and organizations, including Russian Railways, Aeroflot, Avtodor, the Russian Union of Travel Industry, the Federation of Restaurateurs and Hoteliers, marketplaces, energy, medical and other companies, criticized the current version of the document. This was reported by a source close to one of the participants of the meeting to RBC.

Criminal liability is envisaged for the illegal use, transfer, collection of personal data obtained illegally; crimes related to the cross-border transfer of personal data, etc. In January, the amendments were adopted in the first reading, the date of the second reading has not yet been set.
What businesses complain about
a representative of Russian Railways pointed out that the company had been declared a direct target of Ukrainian hackers and that if the bill is adopted in its current form, the vector of hacker attacks could shift to information systems that store the company's personal data;
Aeroflot said that the volume of fines would require large-scale investments in security tools and that a six-month delay for entry into force was "an unrealistic period" and that it would take two to three years to develop a strategy for implementing the new measures;
a representative of Avtodor said that working with personal data allows the company to improve service and safety on toll roads, but if the bill is adopted in its current form, "anyone who does not want to pay will be able to involve Avtodor in a story with multi-million dollar fines";
a representative of the Digital Energy Association pointed out that compliance with the new requirements for ensuring information security would lead to significant costs that would fall on the shoulders of consumers in the form of increased tariffs;
The European Medical Center Group of Companies stated that the adoption of the bill could lead to a return to the use of paper document flow, as well as the termination of a number of digital projects, including testing telemedicine technologies;
