Agreement and TOR
Many get by with just a brief, some without a TOR at all, some charge a separate fee for developing a TOR (this applies to first-tier studios when developing complex systems and services, such a TOR is a whole research work). Design

Layout
When the entire design is agreed upon with the client, the layout is prepared, and adaptability is ensured. Often, we prepare only the desktop version of the design, and adaptability is provided by the bootstrap framework and common sense, the designer simply views the finished layout in mobile versions and gives recommendations to the layout designer on how best to collapse the design. This approach saves about 50% of the designer's time, and the result is a site with an excellent mobile version, due to the use of pre-prepared grids in the design and layout.
Development
The finished layout is pulled onto the CMS and the functionality of interactive elements is ensured, buttons are pressed, forms are sent, news is published, etc.
If the site is typical, then usually the development is fast and requires minimal labor, but if you have a project using the API of third-party services, integrations with something, or simply involves a large amount of unique functionality (for example, a more or less large store), then this is the most difficult and important stage.

Filling and optimization
When the software implementation is ready, the site is essentially already operational. Now the SEO specialist gets to work. Sometimes SEOs tend to write texts more for robots than for people, but we are weaning them off. The main task of texts is to reveal information and encourage purchase, and search robots in 2018 are quite good at determining the relevance of content, it is not necessary to feed them keywords through every sentence.
