Scheduled exercises on the security and stability of the public communications network, conducted within the framework of the law "on the sovereign Runet", revealed problems with the survivability of communications networks in conditions of deliberate impact on lines and structures.
The head of Roskomnadzor, Andrey Lipov, announced this at the Spektr forum in Sochi.

"We expect that today the forum participants will constructively discuss legal innovations, and in the near future the corresponding changes to the law on communications will be adopted," said the head of Roskomnadzor.
As the deputy head of Roskomnadzor Oleg Terlyakov specified, over four years Roskomnadzor has conducted six exercises on the stability and security of the Runet, the results of which "formed the basis for changes in legislation and became the basis for the development of new security tools for our communications networks and systems."
The package of amendments to the laws "On Communications" and "On Information", the so-called "law on a sustainable/sovereign RuNet", came into force on November 1, 2019. It provides for the creation of an independent infrastructure in the country that provides routing in the Russian segment of the Internet when it is impossible to connect to foreign root servers. In cases of threats to the functioning of the Internet in Russia, Roskomnadzor can carry out centralized traffic management through the Center for Monitoring and Control of the Public Communications Network. It is also planned to regularly conduct exercises to check communication networks.
