This was announced by Andrey Zarenin, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, on December 7 at the "RUSSOFT IT Forum. Personnel 2023". According to him, 280 thousand people have entered the "Digital Departments" since the program was launched, and 75 thousand people have graduated.
"Digital Departments" is a joint italy whatsapp number database project of the Ministry of Science and Higher Education and the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, implemented since 2022 within the framework of the federal project "Development of the personnel potential of the IT industry" of the national program "Digital Economy of the Russian Federation". The "Digital Departments" project provides for two areas of training: for students in specialized IT areas and for those whose future specialty is not related to this area.

Studying at digital departments will allow students to earn more within their main profession, perform professional tasks better and increase the chances of cooperation with large IT companies. However, universities have a lot of work to do to form new training programs.
Boris Nuraliyev, Director of 1C LLC, Head of the Education Committee of the Association of Computer and Information Technology Enterprises (APKIT), reported that in September 2023, 1C surveyed partners about what was preventing them from developing their business: 88% of respondents noted the problem of a shortage of specialists; other reasons - competition within the 1C network, weak management, insolvency of clients, etc. - were named by 14%, 13% and 9% of respondents, respectively. At the same time, according to the survey, 1C partners mostly do not have problems with orders: only 12% noted this problem.
Alexander Bukurov, CEO of Webpraktik LLC, president of the IT Education Development Foundation, believes that despite the shortage of IT specialists in companies, especially in the regions, a "traffic jam" of juniors has appeared on the HR market: due to the crisis, businesses have reduced their spending on additional training of personnel. In his opinion, the situation with a large number of low-skilled IT specialists has become similar to the situation in the 2000s, when the market was overflowing with unclaimed lawyers and accountants.
Nikolay Komlev, executive director of APKIT, believes that the "traffic jam" of juniors is an "unusual interpretation of the current situation": "I agree that the IT business does not help juniors grow, but talking about IT specialists as unemployed former economists is ridiculous."
Boris Nuraliyev noted that thanks to educational projects, a large number of schoolchildren and students have learned to program and acquired basic IT skills, which is why a large number of juniors have emerged. However, according to him, this is, on the contrary, good, since it is easier for companies to train them to become middle-level specialists than people with no training at all. "The state has done a huge job. Now businesses need to train already motivated young people," the head of 1C said.
