According to a representative of this company, less than 1% of users used Apple ID to log in to their account, and Ozon did not have authorization via Google. As the author of the initiative, Deputy Head of the State Duma Committee on Information Policy Anton Gorelkin, explained at the time, after consultations and meetings with the industry, it became clear that the deadlines needed to be extended - otherwise there would be no guarantee of stable functioning of the platforms, which "would jeopardize the comfort of Russian users."

Gorelkin also indicated that punishment for resources that violate the requirements of the law will be developed later, “after assessing law enforcement practices.”

"The assessment of law enforcement is still in progress, we treat market participants with understanding. Therefore, it will be relevant to talk about responsibility after the end of the transition period," Gorelkin told RBC.

A representative of Litres reported that until January 1, 2025, a deferment was provided for those who do not have their own login systems. "Due to the lack of clear criteria, in order to reduce risks for our company, in December 2023 we removed the option to register new users through these systems from the first screens and, thus, we no longer exchange information about new users with these systems, but left the opportunity for already registered users with these options to log in to the company's resources," he explained, noting that the service is now reminding registered users of the need to create alternative login tools.
