It is at the time of defining priorities that practical stakeholder management begins, as it is now that it will be necessary to establish, in an organizational chart, the relationship between the actors who have influence and decision-making power, those who have great influence but no decision-making power, and those who have decision-making power but do not exercise great influence.

Low power and low interest: these are stakeholders who tend to have little influence and little interest in the topic. No great effort is required in this case, just monitoring.
Low power and high interest: this audience is very interested in the topic in question, but does not have much decision-making power. It is necessary to provide them with information so that, as a group, they can have a greater impact.
