This problem was also noted by Dmitry Burlakov, who believes that Russian manufacturers are unlikely to have the necessary capacity and labor resources to provide equipment to all critical information infrastructure facilities in a short time. After all, according to some estimates, there are about a million critical information infrastructure facilities in Russia, where from several dozen to several tens of thousands of units of equipment operate.
As for software, we do not have worthy Russian products in all classes, says Lev Matveyev, Chairman of the Board of Directors of SearchInform: “In some sectors, for example, in information security, we occupy leading positions, there is not much to import substitution here. But in others, for example, in OS and DB, we are lagging far behind. As for the timeframes, one year will definitely not be enough.”
However, Electronics, pointed out that there are already belarus mobile database on the market, in particular processors that can cover most of the needs of companies for Russian hardware: "The software ecosystem is also actively developing, and although it is too early to talk about a complete transition to Russian software and hardware, it is more than realistic to start taking active steps in this direction. But a complete restructuring of the entire IT infrastructure and restart of internal processes will clearly take more time than one or two years."
This opinion is shared by Kirill Ugolev, head of information security at Tegrus, who believes that, given the number of affected industries and companies involved in them, this process will take more than five years.
According to our experts, one way to solve the problems listed above could be a more flexible approach to implementing the transition to Russian software and equipment, taking into account the specifics of industries and the scale of companies and spread out over time.
In addition, it would be advisable to extend the decree's effect only to newly created or modernized critical information infrastructure facilities. Then organizations would be able to avoid significant expenses and replace equipment and software as part of planned modernization and development processes. In this case, the gradual replacement would take several years.
