Federal Law No. 473-FZ "On Amendments to the Federal Law "On Communications" was signed by Russian President Vladimir Putin on August 4. According to it, Roskomnadzor will issue permission to assign a radio frequency or radio frequency channel "in the form of an entry in the Unified Register of Frequency Assignments (URFA) for civilian radio-electronic equipment" or in written form for radio-electronic equipment used for the needs of government agencies, the needs of national defense, state security and law enforcement.
A representative of the press service of Roskomnadzor told a ComNews correspondent that when obtaining permission to use radio frequencies under the register model, the term for providing the service will be reduced. "In the case of filing an electronic application through the Unified Portal of State Services (EPGU) or the Roskomnadzor website, a decision will be made within 25 working days. When filing an application on paper - within 35 working days from the date of its receipt by the department. The transition to the register model for obtaining permission to use radio frequencies does not affect the procedure for the examination of electromagnetic compatibility and does not provide for the introduction of a fee for the provision of the service," explained the representative of the press service of Roskomnadzor.
The Russian government jamaica whatsapp resource submitted the document to the Duma back in July 2021. It envisaged the implementation of a plan for the transition of federal executive bodies to the performance of priority state functions for issuing permits in electronic form by the end of 2021.

A draft federal law has been submitted to the State Duma, which provides for a transition to a registry model for assigning (designating) radio frequencies or radio frequency channels for civilian radio-electronic equipment, as well as establishing the specifics of licensing in the communications sector.
The explanatory note to the draft law states that the proposed approach will improve the technological efficiency of processes, including through the use of digital technologies in terms of the transition to a registry model, and will speed up the implementation of digital and electronic services both on the part of the federal executive body exercising functions of control and supervision in the field of mass media, mass communications, information technology and communications, and on the part of individuals and legal entities planning to use the radio frequency spectrum.
In addition, based on the results of the analysis, the registry model for assigning (designating) radio frequencies or radio frequency channels for civilian radio-electronic equipment will reduce the time costs of legal entities and individuals planning to use the radio frequency spectrum, as well as reduce their financial costs due to the absence of the need to wait for the execution of documents issued after the adoption of relevant decisions on paper, since such decisions will be entered into a legally significant registry published on the Internet information and telecommunications network.
"The implementation of the registry model under consideration is designated by the federal project "Information Infrastructure" of the national program "Digital Economy of the Russian Federation" and is aimed at the wider use of high-speed transmission, processing and storage of large volumes of data and modern digital methods of interaction between citizens, business and the state," the explanatory note says.
Frequencies will be entered into the register
