The editor-in-chief of the Telegram channel "Telekommunalka" Alexey Slukin, who also participated in the creation of the document, believes that the strategy is a large "declaration of intent". "In essence, the ministry, relying on the opinion of the industry and regulatory authorities, created a document that sets certain goals. The most important thing is that in the current version, the strategy takes into account the fact of change and transformation of the industry. This was my main thesis, which I conveyed to the working group," said Alexey Slukin.

According to him, during the discussion, the goals of the strategy were repeatedly revised. "For example, the key indicators for average speed at the stages of 2030 and 2035. Initially, the indicator "place in the Speedtest rating not lower than..." was generally determined. In our conditions, this is a strange parameter. It was replaced with specific speeds. For example, in one of the drafts, the indicator was indicated as 55 Mbps by 2030 and 175 Mbps by 2035. Average for the whole country, not in the capital. According to him, the key initiatives of the strategy are the creation of a system of economically justified indexation of tariffs, including through justification by specific investment programs, reduction of operator costs through interaction with other industries and obtaining various benefits, modernization of the frequency conversion approach with subsequent allocation of 2000-3000 MHz bands in different ranges. "In addition, it is gratifying that attention has been paid to personnel training," added Alexey Slukin.

According to him, in implementing the provisions of the strategy, much will depend not so much on market players as on related industries, in particular industry and energy. "The industry needs equipment. Every day the issue of electricity prices and technical conditions becomes more acute, especially considering that the development of the industry has stopped at the moment," the expert said.

He also said that his proposals were taken into account in the final document. "My main proposals were based on the fact that previous versions of the strategy were either too vague or did not take into account the development of the industry and its transformation. In particular, I paid a lot of attention to the development of backbone networks and data centers. My wishes were taken into account, I am especially pleased with the points related to obtaining preferential conditions in terms of energy and technical conditions for telecom operators and data centers," said Alexey Slukin.
