The Russian government is concerned about the development of artificial intelligence

Post by tanjimajuha20 »

This was stated by Dmitry Markov, CEO of MTS AI LLC (MTS Artificial Intelligence Center), at a press conference dedicated to the analytical report on artificial intelligence in a smart city on September 28, 2023. According to him, the lack of capital for the implementation of projects and, at the same time, the high level of the key rate, which the Central Bank raised to 13% from September 15, 2023, do not allow for the effective implementation of large infrastructure projects, including within the framework of public-private partnerships.

"It has become more difficult: risks, including cameroon whatsapp resource exchange rate risks, have increased. Only large players are ready to take them on and invest in such projects. A large player has several sources of income, is able to diversify risks and can also use existing developments, which will not entail additional costs," he said.

At the same time, according to Alexey Sidoryuk, Director of the Digital Transformation of Industries Department at the Digital Economy ANO, there are many domestic solutions on the market that have already been successfully implemented to create smart cities in Russia. "Out of 200+ solutions that have been implemented in major cities in Russia, experts have selected 56. The volume of data generated by large cities is measured in petabytes per month. This includes speed control, intelligent transport systems, ensuring city security, managing healthcare systems, education and other social services, processing citizen requests and municipal government services. It is impossible to manually process such a data flow and make the right management decisions based on it," Alexey Sidoryuk noted.

Deputy Minister of Construction and Housing and Public Utilities of the Russian Federation Konstantin Mikhailik stated that each product considered in the analytical report of the ANO "Digital Economy" has an economic result: for every ruble invested, there is 2-3 rubles of effect. "In such conditions, additional investments from the state will not be required, including additional subsidies from the Ministry of Construction," the deputy head of the Ministry of Construction is convinced.

The Russian government will allocate 5.2 billion rubles from the federal budget for the development of artificial intelligence (AI) in 2024. At the same time, the Ministry of Economic Development wants the state to provide all industries with computing power and personnel. But the order to update the country's AI development strategy, which the Russian president gave 10 months ago, has not yet been fulfilled.

Dmitry Makarov also noted that Russian solutions are also used abroad - for example, solutions based on computer vision from VisionLabs (in 2022, PJSC MTS bought 100% of VisionLabs BV) are used in Singapore, the UAE, Argentina and South Korea. "South Korea has a low crime rate, but it continues to use video analytics systems and invest in this technology, since many elderly people with dementia live there. If they get lost, CCTV cameras help find them on the city streets. Moreover, according to statistics on the operation of CCTV cameras in the Moscow metro, not only from VisionLabs, in 2022 about 300 people, including 80 children, who were in the wanted list, not criminals, were found in the metro," said Dmitry Makarov.

According to him, video analytics systems require large investments, while their use to ensure security in the city is unprofitable in itself, however, if city services use computer vision in the housing and utilities sector, this will help the city save its budget.

As noted by Sergey Plugotarenko, CEO of ANO Digital Economy, 59 regions of the Russian Federation are actively implementing smart city solutions using artificial intelligence technologies. "Based on the population size, the potential of the digital solutions market for smart cities in Russia is estimated at 330 billion rubles in 2023. And based on business indicators and implementation costs, the estimate will be 840 billion rubles in 2023," he said.
