"At the beginning of 2022, the share of domestic information security products was no more than 40%. Now we estimate the share of foreign information security tools at 10%, that is, Russian ones are about 90%," said Alexander Shoitov, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, in an interview with RIA Novosti. Among the most problematic segments, he named highly loaded NGFWs, which, according to his estimates, began to appear on the market only at the beginning of 2023.

However, foreign products dominated the NGFW segment until February 2022. "We can definitely say that they did not occupy the top three positions in the domestic IT market: until recently, the leadership belonged to products of foreign manufacturers Cisco, Check Point and Fortinet. Foreign manufacturers were actively working to disseminate and develop relevant competencies: among domestic integrators - through the product line and educational institutions - among future young specialists. Often, there is still a certain biased attitude towards domestic products among specialists who have worked with solutions from Cisco or Check Point "from the cradle", - Igor Korchagin recalled.
Many market participants accuse the largest international vendors of blatant dumping. In particular, this point of view was expressed during a press conference on November 17 by Elman Beibutov, Director of Product Business Development at Positive Technologies. He called this practice a standard tool for working in developing markets, which leads to underinvestment by local companies that cannot subsidize products due to higher profits in more solvent countries.
