The Unified Biometric System (UBS) has developed another way to register a simplified biometric record. If the user has previously submitted biometric data to a bank or other organization, then to register in the UBS, neither a foreign passport with the corresponding chip nor an account on Gosuslugi will be required.

According to experts, the high requirements for working with biometric data and the high cost of accessing the Unified Biometric System have made the technology unpopular. Therefore, regulators are now trying to lower the requirements in order to fill the system, which has only 4-8 million high-quality impressions, with tens of millions of samples.

System plans to introduce a second type of simplified biometric record in its system, according to the presentation "Biometrics for Business in the New Realities of 2023" posted on the Unified Biometric System website. These records in the Unified Biometric System will be formed on the basis of copies submitted by banks and other organizations that do not meet the strict criteria of the Unified Biometric System. The presentation states that confirmation of such a record using an account on "Gosuslugi" will not be required, and the potential number of such simplified biometric samples could be 70 million, while "high-quality" biometrics - only 4-8 million copies.

However, the Unified Biometric System and the Ministry of Digital Development say that the figure of 70 million does not correspond to reality, and it is worth focusing on the figures voiced by Deputy Prime Minister Dmitry Chernyshenko. In early February, he said that the Unified Biometric System stores more than 55 million biometric copies of Russians. The Center for Biometric Technologies (the operator of the Unified Biometric System) noted that this type of simplified biometrics can only be used when providing services to the organization where the user registered the biometrics.

According to the law regulating the work of the Unified Biometric System adopted in December 2022, if government agencies or companies have biometrics that meet all or at least one requirement (we are talking about the availability and quality of samples, for example, a person’s voice or facial image), then it must be transferred to the Unified Biometric System without the consent of the person who submitted it. A person must be notified of the placement of biometric personal data in the Unified Biometric System no later than 30 days in advance.

The first type of simplified biometrics became available in October 2023: you can register in the Unified Biometric System yourself using a special application. If you confirm such an entry using an account on "Gosuslugi" or a scan of a passport with a biometric chip, then this will already be a "standard" entry in the Unified Biometric System. You can also submit "confirmed" biometrics at banks and MFCs.

"Unnecessary" technology
The Unified Biometric System (UBS) was created in 2018 on the initiative of the Ministry of Digital Development, Communications and Mass Media, and received the status of a state information system (GIS) at the end of 2021. The operator of the UBS is the Center for Biometric Technologies (CBT), a subsidiary of Rostelecom. At the end of 2022, a law was passed (came into force on June 1, 2023), according to which only the UBS GIS can collect and store so-called "raw" biometrics - facial images and voice recordings. Therefore, all organizations that have biometric data of Russians had to transfer it to the UBS GIS by the end of September 2023. The law also assumes that only organizations accredited by the Ministry of Digital Development, Communications and Mass Media can use biometrics, or rather, the so-called "vectors" from the UBS (a file with a certain sequence of numbers describing a person's characteristics). Those that have not received such accreditation will be able to identify their clients through the information systems of accredited organizations. At present, only nine companies have received such accreditation: RSHB, VTB, Ak Bars, Sberbank, Alfa-Bank, MTS, Pochta Bank, Ovision LLC and Innovative Technologies LLC.
