Representatives of PJSC MTS, PJSC VimpelCom, PJSC MegaFon and Tele2 (OOO T2 RTK Holding) refused to comment on the introduction of inter-operator roaming in the Belgorod Region and to confirm that a subscriber of one cellular network will be served by competitors' base stations at the home tariff.

Yesterday, we partially restored the cellular communication of the Tele2 operator. MTS is not there yet - we are continuing the work today."

The next day, March 19, Gennady Bondarev reported there: "We are receiving messages from you about relatives who remained in the area and are not in touch. The phones are dead, the cellular connection is poor. On my instructions, the heads of the territories are taking the requests into consideration and going to the addresses. Of course, if the operational situation allows it."
