The Ministry of Digital Development plans to approve new rules for the provision of telephone services. The corresponding draft government resolution has been published for public discussion. This is necessary due to the adoption of a recent law on tightening control over the circulation of SIM cards. The main change concerns the number of SIM cards that a user will be able to have.

Secondly, previously concluded contracts will be checked. Russians will now be able to have no more than 20 SIM cards, foreigners - no more than 10 SIM cards, and they will have to submit biometrics in order to retain the right to use these numbers. "Enough time is given to bring the number of SIM cards in line with the law. No one will block your SIM cards immediately and without notice. The transition period for Russians is until November 1, 2025, for foreigners - until July 1, 2025," the Ministry of Digital Development told RG and explained that if subscribers do not reduce the number of their existing communications contracts during the transition period, their mobile communications services will be suspended for all numbers.

The draft resolution states that operators will also have to check the number of concluded numbers when concluding new subscriber agreements. "If a communications operator receives information about an excess of numbers, the communications operator immediately notifies the individual about this in person or using the Internet information and telecommunications network, including through the communications operator's self-service system or by e-mail, and terminates the agreement within three calendar days," the document states.
