Now they will be able to independently solve the problems facing them in modernizing cities, improving the quality of life of our citizens and eliminating digital inequality. Of course, IT projects of municipalities are unlikely to be as large-scale as federal ones, but they will lay a worthy foundation for further digitalization and the growth of digital sovereignty. And after some time, specialized departments of the country and regions will be able to choose the best urban practices and launch all-Russian projects and programs on their basis. Specialists of the Digital Valley of Prikamye will soon analyze the lists of the most important IT projects and potential investors and provide municipalities of the Perm Territory with targeted recommendations on using the opportunities that the new law opens up," said Alexey Landar.
The bill also specifies the procedure for sending investment proposals to government bodies to conclude a concession agreement on IT objects - depending on whether the right to the object belongs to the Russian Federation, a region or a municipality. It also eliminates the requirement for an entrepreneur participating in a concession to put on the balance sheet and depreciate intellectual property transferred to the concession from the state. "Due to the provisions of the legislation on accounting and the Tax Code, this is currently impossible, since the rights to the intellectual property object are retained by the state. The law eliminates this conflict and removes the requirement that is impossible for businesses," emphasized one of the developers, Anton Nemkin.
