Pavel Kalyakin also named the competition with the LibreOffice office suite, which is included in the basic delivery of Russian operating systems, as a serious factor that could significantly affect the office software market in Russia: "Customers can purchase a domestic operating system and also receive a foreign office suite along with it. Several years ago, members of the expert council of the Ministry of Digital Development of the Russian Federation agreed to separate the operating system from other distributions that are supplied with it. Thus, all programs from the distribution of the domestic operating system would cease to be automatically considered Russian. However, there is simply no formal ban on the use of such products today, since customers are only subject to restrictions on the purchase of foreign software, and if the customer received such software for free, he can work with it. From the point of view of the further development of the Russian market, when carrying out transition projects, it is advisable for customers to purchase not only the operating system, but also separately select office suites for it from domestic companies, for example, the MyOffice solution.

Vitaly Popov believes that those who choose LibreOffice instead of paid products will not actually perform import substitution, since they will prefer a non-Russian solution (it is not formally included in the register): "This may cause a drop in substitution metrics and create additional difficulties for the industry, where such metrics play an important role. Although in terms of functionality, LibreOffice can be very close to paid solutions, which makes the choice even more difficult. Those who are not tied to import substitution KPIs may well consider this option, especially if it meets their requirements and expectations. Ultimately, such decisions often depend on a balance between several factors, including functionality, cost, import substitution, and the company's strategic goals. Each organization should carefully weigh all aspects before making a decision."
