Ilya Massukh, Director of the ANO "Competence Center for Import Substitution in Information and Communication Technologies" (CIT), reported that when studying second-level business functions, it turned out that Russian software did not cover 10 business functions in fixed-line communications, and in mobile communications, CIT identified 16 blank spots. For example, in the fixed-line communications sector, Russian solutions do not cover such functions as monitoring and diagnostics of network equipment, management of the service and resource catalog, management of subscriber service policies, provision of access to cloud infrastructure, etc. For the mobile communications sector, white spots are associated with accident management, processing of signaling traffic, switching and transmission of data packets, management of roaming settlements, etc. Among the white spots named by Ilya Massukh, there are those that are the same for both market sectors - in particular, settlements with subscribers, tariffication, management of inter-operator settlements.
"These are second-level business functions. But the ICCs work on such white spots up to the third level. Moreover, the lower the level, the more problems are found and processed by the ICCs. If there are 10/16 such areas at the second level, then at the third level there will be about 100, but in each situation they are narrower. However, the good news is that in the ICCs, most projects are carried out at the expense of companies, but in an agreed mode, both in the ICC "Mobile Communications" and in the ICC "Fixed Communications".
