The Digital Attaché Service is designed to provide support to Russian organizations in the field of information and communication technologies and radio electronics entering foreign markets, and will serve as the basis for regional and country infrastructure for export support.

Candidates will become full-time employees of the trade missions of the Russian Federation in the host countries, who are entrusted with the duties of a digital attaché," a representative of the press service of the Ministry of Industry and Trade tells ComNews . "It is important to note that digital attachés, being full-time employees of the trade missions of the Russian Federation, are state civil servants, and therefore cannot be financially motivated to promote Russian products to the markets of the host country, and receiving any remuneration from organizations is prohibited, according to the Federal Law "On the State Civil Service of the Russian Federation" dated July 27, 2004 No. 79-FZ."

The tasks of the digital attaché are to increase the volume of exports of products in the field of information technology and services, to provide support to Russian companies in promoting domestic IT products and electronic equipment on foreign markets while minimizing the need for sending employees and organizing negotiations on their part, and to expand the interaction between Russian and major international IT companies.

Independent expert of the IT and telecom market Vadim Plesskiy believes that the proposed option for promoting Russian IT products - through digital attachés - looks strange. "This initiative has the spirit of the 90s, when all sorts of "sales offices" were popular. Promoting the company's products is the task of the marketing department and Business Development managers. They receive remuneration depending on the results of their work - how many new deals are concluded, whether the number of partners and their total turnover has increased, etc. This initiative on digital attachés clearly states that these people will not receive remuneration from the products and supplier companies they promote. What is their motivation then? - the expert asks. - And calling the emergence of digital attachés a measure to support the Russian IT industry is even stranger. This initiative does not solve the problem of the outflow of IT specialists abroad and certainly will not stimulate their return to Russia. The Russian IT industry primarily needs stability and predictability. And there is none."
