Yesterday, May 22, at the partnership session of the Association of the Largest Consumers of Software and Equipment (KP POO) "Transition to Technological Independence - a Balance of Interests of the State, Largest Consumers and Manufacturers", the chairperson of the association, Renata Abdulina, emphasized the relevance of synchronizing the indicators that must be implemented in the course of fulfilling the task set for the largest companies to transition to domestic solutions, and the readiness of Russian solutions to achieve them.
believes that forward saudi arabia whatsapp number database contracts for the supply and development of software would resolve the issue of pricing, sort out conscientious and dishonest customers, and also help in working directly with the manufacturer.
Ilya Massukh, Director of the Competence Center for Import Substitution in the Sphere of Information and Communication Technologies (CIT), believes that this would be an ideal story: “Let’s conclude a forward contract with clear criteria.”
Anton Dumin, Head of the Information Technology, Automation and Telecommunications Department at Gazprom Neft, told ComNews that it is important for Gazprom Neft, as one of the participants in the KP POO, that the regulator meets halfway during the forward contract execution period and considers the possibility of taking into account the indicators stated in the contract when planning the pace of transition to domestic solutions. "Of course, this approach requires development, including on the basis of the committee at the KP POO Association. I support Ilya Massukh's proposal to fix clear criteria for all parties in the document. For us, hardware, software requirements, performance indicators and functionality of the solution are primarily important. The deadlines and stages of implementation are no less critical," commented Anton Dumin.
Elena Kuts, head of the expert and analytical department of the Russian software developer ALMI Partner, believes that forward contracts are most effective when it comes to long-term partnerships and careful project planning is required. "They are especially relevant when working on large information systems, developing corporate software or creating unique products. Such contracts reduce risks and improve transparency in relations between the parties. You can directly interact with software developers, bypassing intermediaries. This allows you to significantly speed up the development process," noted Elena Kuts.
Dilyara Bashirova told a ComNews correspondent that a forward contract for the development and delivery of software, in her opinion, should contain: "Firstly, specific customer requirements for the product or tasks that it must solve, secondly, a clear definition of the project implementation deadlines, starting from the pilot and ending with implementation, thirdly, the creation of product standards at the industry level, so as not to look for solutions to typical tasks with a multitude of different options."
Dilyara Bashirova noted that this type of contract is not yet used in Dom.RF: "Like many other customers, we followed the path of purchasing a more or less finished product. But the time for simple solutions has passed, and we are actively developing a new format of work."
Dilyara Bashirova said that interaction between developers and consumers is already well established: "First of all, during testing of the solution before purchasing it, as well as during updates and technical support. At the same time, a forward contract gives the developer more time to solve more complex problems and confidence that this product is of interest to large consumers of the market."
